Business Process Modeling

Public Works and Government Services Canada - ITIL Implementation Project

E§Group's consultants lead the Business Process modeling effort under the Service Management Improvement Initiative (SMIP) initiative, in order to improve service support and delivery through introduction of ITIL best practices and setting standards for service delivery in a large-scale implementation of a Shared IT Services environment. Using simulation techniques and working closely with end-users, validated and documented business process models for 13 IT Service Management disciplines based on the ITIL framework and Business Process Modeling Notation (BPMN).

 

Procurement Consulting

Public Works and Government Services Canada (PWGSC)

E§Group's consultants lead and participated in development of the procurement instruments: Statement of Work (SOW), Statement of Requirement (SOR) and Request for Proposal (RFP) in both French and English, which resulted in the successful acquisition of the GoC Unified Portal Software Solution (UPSS) for the Government of Canada. They were also intimately involved in preparing the evaluation methodology and specifying the evaluation criteria; responding to vendors’ questions in both languages; and, in the technical evaluation of the proposals and subsequently in the evaluation of the proof of concept. Their intimate knowledge of the product suite and its functionality was instrumental in the development of a communication plan to actively market the solution to departments and agencies of the Government of Canada (GOC). They remain involved in the development of strategic plan and in advising senior management on future direction for the evolution of this important GOC initiative.

 

Oracle Portal Development

Public Works and Government Services Canada - FST Project

The Financial Systems Transformation (FST) Project is a Public Works and Government Services Canada (PWGSC) strategic initiative to rationalize and replace the Department’s multiple legacy non-integrated financial and materiel management systems with an Enterprise Resource Management (ERM) solution (SAP R/3 Version 4.7). Leveraging UPSS components such as Oracle SAP adapter, Enterprise Service Bus (ESB), BPEL and portal E§Group's consultants developed a Data Integration Portal to transform, route, monitor and report on all messages that are sent to and received from the SAP BASIS system.

 

Building the Institutional Capacity of National Tax Collection Agency

World Bank and Govt. of Mexico

As a member of the World Bank's project preparation mission E§Group's consultants assessed the need for technical assistance, reviewed and revised the Agency’s strategic plan and designed a five year US$55 million program to strengthen the Tax Collection Agency, in order to, improve its effectiveness and increase the efficiency of the tax collection system. Conducted a review of the strategic planning and management control systems and designed the framework for performance measurement and reporting to increase the efficiency and effectiveness of service delivery, Enterprise Resource Management system and tax collection and enforcement systems.

 

Public Sector Modernization Design Project

Govt. of Guyana and Inter-American Development Bank

E§Group's consultants led and participated in a yearlong project funded by the Inter-American Development Bank to design a Public Sector Modernization Program (PSMP). Managed a team of foreign and local consultants, and engaged top government officials and political leaders to: develop a vision of a modern public sector; articulate the values and principles to guide the design of the modernization program; and, develop the accountability frameworks, performance measurement and enabling policy conditions, as well as, the organizational design, institutional capacity and corporate governance for modern public sector management. The modernization design focused on nine key vital initiatives including acquisition and deployment of an integrated Enterprise Resource Management (ERM) system for the Govt. of Guyana to create the necessary capacity for renewal of the public sector in Guyana. Also, prepared and presented to Cabinet a Roadmap and Implementation Plan for staged program execution in three years.

 

Civil Service Modernization Project

World Bank and Govt. of Yemen

E§Group's consultants assisted the Ministry of Civil Service and Insurance in defining the information system requirements for life-cycle management of its human resources and provided advice and assistance in preparing the functional requirements, technical specifications and statement of work for acquisition and deployment of the Biometrics and Payroll systems as well as the Accounting & Financial Mgmt. Information System (AFMIS) at the national and regional government levels.

 

Human Resources Electronic Records System

Govt. of Canada - Dept. of National Defence

E§Group consultants were responsible for the development and delivery of a $7 million HR Electronic Records/Workflow Mgmt. system to enable archiving and life-cycle management of military personnel records. It included an interface to DND's HR system in order to provide secure access to users from remote Recruitment Centres across Canada. The solution consisted of COTS software customized to meet the stringent security and operating standards of DND and enable content and metadata lifecycle management. Upon implementation of the system, DND obtained Record Disposition Authority to destroy all non-electronic records. Cost savings generated by this system allowed DND to recover the cost in less than 3 years.

 

Web Content Management System Project (WCMS)

Agriculture & Agri-Foods Canada

In order to implement the new Agricultural Policy Framework (APF), AAFC has committed to revamp and strengthen its online presence to serve as the foundation of the department's service delivery strategy and has adopted the Interwoven suite of technologies to manage web-content and publishing processes. In the development of the Web Content Management Solution (WCMS), ESSG’s consultants defined the business requirements, as well as, planned, coordinated and conducted information and requirements workshops. ESSG’s technical consultants lead the architecture, design, and configuration of the WCMS, and enabled knowledge transfer to AAFC staff.

 

Federated Search Implementation

Library and Archives Canada (LAC)

E§Group's consultants provided subject matter expertise and technical leadership in the implementation of the Federated Search project at Library and Archives Canada. They analyzed the requirements and implemented the back-end and front-end to filter results based parameters to build a 10 node taxonomy utilizing Autonomy tools.
